Call for Consultants: Research and Documentation on Pastoral Natural Resource Management Mechanisms in Karamoja
The Coalition of Pastoralist Civil Society Organisations (COPACSO) is seeking a qualified consultant to conduct comprehensive research and document on “Pastoral Natural Resource Management Mechanisms” in Karamoja with particular reference Communal/Clan Land Associations [CLAs]. This consultancy will involve an in-depth exploration of community land trusts, their formation processes, challenges, benefits, and the roles of various stakeholders in land rights management.
Scope of Work
Conduct a comprehensive literature review on Communal/or Clan Land Associations [CLAs] and pastoral land management.
- Documentation and review of existing literature on Communal/or Clan Land Associations [CLAs] as a land management option;
- Identify gaps in current research and synthesize findings.
Impact of Communal/or Clan Land Associations [CLAs] on Land Rights and Management
- Collect and analyze data on the impact of Communal/or Clan Land Associations [CLAs] in at least two districts of Karamoja; Amudat and Kaabong.
Formation Processes of Community Land Trusts
- Document the step-by-step process of forming Community Land Trusts;
Using RUCODET as a Case Study, conduct a SWOT analysis of Community Land Trusts as tools of community land management
- Identify, document and analyse strengths and opportunities of a trust as an intervention mechanism of community land management;
- Identify, document and analyse weaknesses and threats of a trust as an intervention mechanism of community land management;
- Compile lessons learnt from RUCODET and Other institutions defending people’s rights to land including other Communal/or Clan Land Associations [CLAs] in Karamoja.
Recommendations for Strengthening Community Land Trusts
- Provide policy and capacity-building recommendations;
- Suggest strategies for better resource allocation.
Benefits of Communal/or Clan Land Associations [CLAs]
- Conduct a stakeholders’ mapping for RUCODET;
- Highlight the outcomes of Communal/or Clan Land Associations [CLAs] intervention in areas where they have been implemented.
Partnerships and Collaborations
- Document successful partnerships with relevant institutions;
- Explore effective collaboration models between community land trusts and governmental/non-governmental organizations and other institutions.
Comparative Analysis of NGOs and Communal/or Clan Land Associations [CLAs]
- Analyze the roles and impacts of NGOs versus community Communal/or Clan Land Associations [CLAs] on land rights;
- Evaluate collaboration and synergy between these entities;
Qualifications:
- Proven experience in research and documentation, particularly in land rights and natural resource management;
- Strong analytical and writing skills;
- Familiarity with the pastoralist context and Communal/or Clan Land Associations [CLAs] mechanisms in Karamoja;
- Ability to work collaboratively with various stakeholders.
